As per POEA MEMO CIRCULAR No. 3 Series of 1983, in view of the increasing difficulty encountered by Filipino Seafarers in adapting or adjusting to changes in environment in an ocean going vessel, all agencies/ entities authorized or licensed by the Department of Labor and Employment / POEA to recruit and hire workers for overseas employment are directed to conduct a compulsory PRE-DEPATURE ORIENTATION SEMINAR (PDOS).
